NPC Resource Buyers

The Silk Merchant in Cordor is an awesome idea.
Add more of these NPC resource buyers to encourage settlements to offer decent rates for resources.
If it could be scripted that they offer the average of all settlements buy rate + a random factor above to simulate competition.
