Assassin Hit Cooldown(on same target)

Suggestion born from an AMA with Noxt:
If a politician is slain by an assassin and the hit concluded. The slain character cannot be hit by the same assassin for 1 IG year(example time), possibly a smaller cooldown for other assassins to be able to hit them too like half the period for the original assassin.
This in order to avoid constant killing of the same leader even if he keeps winning.
