Basically, a settlement leader(or one given the power) can speak to the registrar and initiate a poll for the citizenry to vote on. The official will input the parameters of the poll when they initiate it.
for example:
The citizenry will have 3 months to vote, and then the result will be available through the registrar.*Mayor John talks to Registrar Jim*
Mayor John: "I wish to initiate a poll."
Registrar Jim: "What do you wish to poll the citizenry on?" (Type answer before clicking [continue])
Mayor John: "Sheriff Election '04"
Registrar Jim: "The poll is for Sheriff Election '04, is this correct?"
Mayor John: "yes"
Registrar Jim: "Very good. Please identify option 1." (Type answer before clicking [continue])
Mayor John: "Barney Fife"
Registrar Jim: "The first option will be Barney Fife, is that correct?"
Mayor John: "yes."
Registrar Jim: "Excellent. Please identify option 2." (Type answer before clicking [continue])
Mayor John: "Andy Taylor"
Registrar Jim: "The second option will be Andy Taylor, is that correct?"
Mayor John: "yes."
Registrar Jim: "Excellent. Will there be any more options, or shall I initiate the poll?" (Type answer before clicking [option 3])
Mayor John: "Initiate poll."
Registrar Jim: "Right away, sir! The results will be available in three months, goodbye."
Mayor John: "Goodbye"
The registrar will keep a record of all poll results for up to a (game)year. Once a poll result has been on the record for one year, it will drop off the list.
