For shops, and same as the -notells option really. Bar individual people or races from buying from your shop. Be nice if it could save the settings though, unlike the -notells system does.
I see potential of conflict in this, a group of goblins could refuse drow to buy their wares for instance or the other way around, open up for negotiations or retaliations, trade arrangements, buying the privilege to trade with certain groups or individuals ig. It also opens the possibility of races being more secluded and "unwilling" to trade with everyone if they would want it. Myon has this already to some extent due to the mythal, but it would be interesting to see the option available to other shops around the isle. A paladin could prevent a known banite buying from his shop, opening for rp that said banite would need a second party to do his shopping if he wants what the pally is selling.
Something a kin to a poster with a picture of a guy, the thing reading "Do not accept checks from this individual!" or in our case, gold heh.
One could argue that the shops are not manned by actual people ig, but in most the settlements, the shops are in close proximity to settlement guards, and I think the fun < realism may count here with the rp opportunities this could bring.
