Judge Carrion appears to serve no purpose in the current setting aside from acting as a DM Controllable NPC.
I wish to suggest that the NPC is moved from its current position be moved to elsewhere, be it a new room or off to one side, or removed entirely.
As it stands the only way move him to sit is to interact with him, if you then sit he awkwardly stares at your character until you move from the seat.
This makes it hard for anyone to use the area for Judge RP and be taken seriously, and to reiterate, is extremely awkward.

Will look into this to correct it. Or improve the courthouse all together. I’ll add it to my list.

Judge Carrion has been moved from his seat, and the court house. I've also removed the Tribunal board.
