Great idea, I love it. Too bad I didn't realize it at first and thought the citizenship guy was broken so I kept trying again and again. Only to discover later I had something like 7 lists in my inventory.

Citizenship lists are instead items, it seems, dropped in your inventory by the NPC, with the full list, rather than convo-breakingly long speeches.
