Remove Timer on Favored Soul Casting

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:

Remove Timer on Favored Soul Casting

Having seen a huge lack of favored souls on Arelith (aka I've never seen one) I decided to make one.

I found out why when I hit my fourth level of the class and saw the huge cooldown on such simple spells as ultravision and was immediately wearing a frowny face.

I think removing the lengthy cooldown would make the class much more viable. Currently warlocks greatly overshadow them in terms of power, utility, HP, and mostly already have all the powerful spells a favored soul would take anyway ... just without the cooldown and ten times the offensive power via invocations!
