Spellsword and Crossbow APR

The Spellsword 3/4 BAB doesn't seem to work for a character wielding a crossbow in regards to APR progression. I have tested this with two characters, a Drow who gets the Rapid Reload feat on level 1 and a Human who gets the Rapid Reload feat through the Archer Ranger path.

To explain, on the PGCC, my Human Spellsword has 16 BAB on pre-epic levels. He is able to use melee weapons and shoot bows with 4 APR, as is expected from a character with 16 BAB. However, if this PC attempts to shoot a crossbow, for some reason it only does so with 3 APR.

The Drow character I mentioned is one found in game in the main server. He is currently sitting on 6 BAB and able to shoot bows/fight with melee weapons while correctly attacking twice per round. If this character tries shooting with a crossbow, he will only shoot it once in a round.

I can confirm, however, that the Epic Mage Armor properly adds +4 AB to the Crossbow, and that both Haste and the True Strike spells all properly add another APR to the character. These spells also work with the Repeating Crossbow, the APR is calculated correctly with these variables in, but the weapon remains behaving as if the character had only 3 APR.

Steps to reproduce

Get a Spellsword character with the Rapid Reload feat to:

1) shoot a crossbow at 6 BAB.

2) shoot a repeating crossbow at pre-epic 16 BAB under the effects of True Strike and Haste.

Expected result
-------------------
1) Two attacks during a round.

2) Seven attacks during a round

Actual result
-------------------
1) 1 APR, the Spellsword only shoots the crossbow once in a round.

2) 6 APR, the Spellsword only shoots six times.
