Dont just open the new city quarters/houses
Please. This has been an issue over the last few releases of content that has new houses/quarters to be bought. Do not just open up all of these buildings to first come, first serve players in the new city. Allow some sort of system that rewards active roleplayers in the area. You see someone log on and take a place and keep large guild houses/quarters without ever seeing any activity of the player. Id prefer even letting the DMS give the keys to the first set of owners based on rpr/activity of the player in the area over this rush to new land grabs.

Quarters when added should always be open to anyone to occupy. People will go and look for new content. But, if there are concerns about people quarter hogging, report it.
The moment you go to hand out particular people keys it would be favouritism. Why did that person get a quarter over another? This is not something we want people to believe is ever happening - which is why the fair system of open to all to purchase is in place. And, will continue to remain that way.

It makes more sense for it to be first-come first-serve in an immersion stand point, too. All sorts of people would immigrate there, not just present people.

The proper immersive component would be waves. Constructions are rarely completed all at once and just dumped on the public. Do it in waves so you can hit different time zones!

I'd wager the opening poster is someone that does not normally play at the time when updates are put in. Yes, I agree in general that first come first serve works well... but when releases are done at generally the same time frames you are, in a manner of speaking, showing favoritism by effectively barring them from ever having first access.

What if you gave us a specific release date for the city instead of dropping it unexpectedly, so people can figure it out from there?
i.e. let's say the entire update that would contain the city, is finished tomorrow. You guys then make an announcement scheduling the release at 12 PM, on some timezone of your choosing, three days later.
Still not everybody would be able to make it, but it might alleviate some of the "they happened to be awake when the update dropped, despite a player faction in Guldorand specifically planning on buying the new guild quarter in their own city" sort of thing (I made up that specific example).

just do a staggered release of the quarters over the cours eof 48 hours, as construction crews finish up public access areas, or whatever,

The problem I have with the introduction of new quarters (and I've seen this happen the last few times new properties have been added to the game) is that they aren't bought up immediately by people who will use them - they're more often snagged up by random rich PCs (who often already have quarters of their own) before being shortly there-after handed over to a buddy of theirs. That's infinitely more annoying than being beaten to the punch by some random person.

Add a merit quest to their availability such that anyone looking to buy has to help out the local through effort rather than a straight coin transaction

Someone suggested a while back that they could be timed to be buyable at different points.
I think that might address the desire for fairness with some of the concerns.
If the city goes live en masse in one timezone, the properties can reasonably be expected to be bought up within the next few hours before the next major tz gets out of bed. Staggering the release of some of the properties might work at allowing a few more people a chance at quarters.
