Druids no longer understand Animal Language

When a druid uses the "-investigate" command to question animals they no longer understand the animals response, despite being naturally fluent in the language (100% learned)

As far as i understand it everyone can use -investigate on blood-puddles to learn what occured there.
Druids and rangers can also get a response about who passed through an area from wildlife. But i was reporting mostly that druids don't understand the animal language anymore. Independent of -investigate.

-investigate on any NPC will make that NPC tell you the last ~20 people who walked by, with a short description (really just their best stat). Just so happens that animal NPCs speak a language most people don't understand.
