Project image caused no cooldown

Description of Bug Experienced:
Toyed around with GSF: Illusion, level 25 Bard (9 pdk, 16 bard). Sending messages to self and others and figuring out how it works.

Turns out, there was no cooldown between uses.

Steps to reproduce the Bug:
Cast -project_image multiple times to send messages.

Expected Result:
After first message, prevented from using for 10 minutes or until rest.

Actual Result:
Able to consecutively use -project_image to message without any kind of cooldown.

Additional Information/Notes Experiment done in Andunor, Slum Caverns, on a Human with 16 bard levels, total 25 level and GSF: Illusion.

Found the problem, a fix of the fix is on its way! Should hit live when the Github gods want it.
