Right now, a bard with a very high perform score is able to hide his identity from almost all PCs, easily fooling guys, that have spot scores so damn high, they might as well be able to see into the future. Same goes with town NPCs, a bard can stroll around the streets, waving to elite guards, while being enemy #1 and nobody will notice. Yet somehow, a stupid NPC pirate/guard/whatever is able to automatically call them out and deny access to whatever they are guarding when the bard makes a bluff check. That is just really weird... A guy that is literally the best actor to ever exist /should/ be the first one to fool a guard, while right now it's pretty much impossible.
It would be fine if high perform only stood for sick lute skills, but that clearly is not the case on Arelith, with the skill being used for disguise already. Right now bards don't really have that much going for them, they can be absolute monsters with the right party, but BEING a bard is not all that attractive. Might as well buff them up a bit in allowing them to use their acting skills to fool NPCs in conversation. Something that does not affect combat in the slightest and actually makes sense, sounds like a good idea to me.
Also, make that change work only if the PC has their majority lvls in bard. It would open a bit too many doors to PCs with a bard dip, to be able to put a few points into perform, dress up weird and suddenly be able to get everywhere...

Performance, and this manner of 'acting' can be very, very different. I'm not actually entire clear on the suggestion, (whether it is convo or anti exile checks)
