Shadovar Post - Messenger

The shadovar post could use a messenger (Speedy? Shadow? Goblin?) to set up neutral ground meetings and more.

I think this area could do with one, though it would likely have to be a shadow, yes. Approved. (If completed may leave me reconsidering one for Wharftown also)
