Assign Mount Indoors

Some factions (like the Cordor Guard) have private stables. These stables house horses.

These private horses are currently unusable to all non-rangers/druids because the "Assign Mount" option (which just adds the horse to your party) is, just like the Mount Horse option, unavailable to be used indoors. The assign mount option should be made to be able to be used indoors, so these horses can actually be taken out of their stables and be used.

This also means that if anyone accidentally gets their horse inside, which happens a fair bit at the Tower, then the horse is just... there. You have to kill it or dominate it.
