Mounted Archery Feat: Make Shortbow and Light Crossbow have 0 penalty

Make it so when using a light crossbow or a short bow you have no penalty if you have this feat while on horseback.

Currently it reduces the -4 AB penalty to -2 AB.

Light crossbows and short bows were used by horse peoples to significant affect with short bows being the most common and most deadly designed items. This would also give both weapons an advantage since they do less damage than long and heavy bows.
