Currently, it cannot be completed because the puzzle to enter the temple is bugged. And apparently has a history of breaking at random.

I'd suggest removing the puzzle to enter the temple, given how random mechanical breaks make completing the writ impossible. I like the idea, so maybe put it to use inside the temple as a shortcut of sorts, but don't let it play such a prominent role as to whether or not you can complete the writ.

OR

Allow the various npcs to give the puzzle pieces, as there are numerous non-hostile npcs that could reasonably require bribes/skill checks to get the puzzle pieces instead. Theres also tons of crates/barrels in the area, so the option of having them spawn at fixed points could work as well, similar to the wharftown boys hideout jail cell keys
