Fix Specialist class description

Current documented requirements: Level 21
Actual requirements: Level 21 AND a Commoner PC

I was perhaps a bit naively dreamy about the Specialist class thematically, and mechanically for it being the perfect skill dump class for -any- class.

Edit to answer: I seem to have misread the class description ingame. Sorry for the confusion and thanks for the clarification and fast response.

It should be open all classes, the current description is correct. (Likely the error is with the class requirements in game)

The correct requirements are level 21 and any skill focus feat. Is that not what shows for the class in game?
