Two small improvements for Andunor

I'm posting these two suggestions together since, given their size, I don't really since the point of posting them separate.

NPCs in the Slums

I know this is a very minor thing in a sea of much more important things to work on, but I think the Slum Caverns under Andunor need some love in the form of NPCs. It's currently a reasonably large area with tents and rundown houses and so on, but aside from a few NPCs centered around the vicinity of the cage fighter's cells, the area is otherwise empty. I personally think it would add to the area's ambiance if more NPCs were added to the slums.

Greyport's presence in the Hub

Now that the Greyport/City Port is a third district in the city, perhaps it could get some representation in the meeting area in the center of the Hub? Currently, since forever, only House Freth's and Claddath's diplomatic envoys have a seat there. I think that adding a representative from the Greyport or Gracklstugh there would help a bit with giving the district some visibility and further solidifying the idea that it has an important role in the city just like the older districts do.

Approved for both (Though the second will likely be quite hard to achieve without a full rework of the hub interior).
