Pre-update Sorcerer's Brew Potion feat

Description of Bug Experienced:
Sorcerers now receive Brew Potion feat for free.
Upon releveling a pre-update Sorcerer that originally took the Brew Potion feat via a general feat after level1, the character loses the feat even when leveled back.

Steps to reproduce the Bug:

1. Have a pre-update sorcerer take the brew potion feat in between levels 2 and 20.
2. Use the command `-relevel` because it's available
3. Re-level the character without taking the feat
4. To double-check, use `-date` command to check Dweomercraft tier

Expected Result:
The Brew Potion feat should appear in character sheet, and any character with 24 levels of sorcerer or more will have Tier 3 Dweomercraft.

Actual Result:
The Sorcerer now doesn't have Tier 3 Dweomercraft nor does it get any herbalism bonus.

Additional Information/Notes
A pre-update sorcerer that did not take the Brew Potion feat will receive it for free as intended without needing to relevel.

We are aware, it looks like this was not moved to the live server in it's entirety(2da not updated). Existing characters likely got the feats, as long as they did not relevel.
Will have to wait for that to be present, and likely re-apply to existing characters. Stand by.
