Throwing axes need way too much STR to carry even enough axes for one or two spawns (1Ibs per axe, 50 per stack!). This means that most ranged characters that would theoretically be able to hurl them with a decent AB are too encumbered to use them.
The axes are not better than darts, mechanically. Give them the same weight to make them a viable alternative :)

We can lower their weight a bit, for sure (though maybe not as low as darts)
