Has Gust of Wind been disabled?

I can't pick it up on my sorcerer levelup. It was a 3rd circle spell.

Was it a recent change? I don't remember seeing it on the wiki, and I"m certain a year ago it was still a 3rd circle spell.

I'm not sure it even works properly, tbh. Everytime I've used it on storm/cloud spells it seems to do nothing... ?

gust of wind was moved to 2nd level on sept 18th last year, so fairly recent

When I use an Evenfeather (gust of wind 1/day item), it works on cloud spells like incendiary cloud, so it does function. But that's also using it from an item, I never memorize it to cast, so I don't know if there's a difference between using an item with it or casting it as a spell.
