(Minor) Andunor Enchantment Basin

Minor stuff:

Enchantment Basin in Andunor Hub doesn't light up when enchanting things, although the effect is still here. I think it used to do that, though I'm not sure. I think surface basins usually had the VFX in place.
Another forum ban, here we go again.
