halt undead
I went back a fair number of pages and didn't see anything on this, but sorry if I missed it and its a dupe since it seems really obvious-The spell holds the undead, but they still take actions. For example, rotting soldiers are still hitting like a ton of bricks and necromages, for lack of a better word, are still assholes

I noticed that too. They can't move but can still melee anyone in range and cast.

Honestly thought this was as intended it's halts them.

So, in 5th edition parlance, what we're observing with the spell is that the target's movement speed becomes zero.

"This spell renders as many as three undead creatures immobile. A nonintelligent undead creature gets no saving throw; an intelligent undead creature does. If the spell is successful, it renders the undead creature immobile for the duration of the spell. This spell has no impact your own undead summons."
It is not "hold" undead, nor part of the "hold" line of spells. It renders the undead immobile, or as Best Rich face said, 'movement speed becomes zero."
