My fey character learned elven before it was added as a free language to that race.

It appears that because she learned it a long while back, it still "counts" as one of her learned languages even though fey are meant to learn it for free. The expectation was that as a free language, my character should still be able to learn a language for the slot that elven had previously filled.

Because of this, I'm encountering the known bug that prevents a character from studying new languages when they've hit their max learnable languages. After four visits to the Ambassador ship in Cordor, despite accepting my coin and saying I've learned some new words, I gain no language progress.
