Unable to create Holy Water

My character (Favored Soul 21/Paladin1) is unable to create Holy Water, even though he had the proper ingredients (10 water, recognized by the alchemy table), more than enough skill (Alchemy -14) and the requisite level in Paladin or Cleric. The "Create Production" choice doesn't appear.

Steps to reproduce
----------------------------
1.) Place 10 water on alchemy table (Make sure you have at least 1 level in Paladin or Cleric)
2.) Have at least 4 skill points in alchemy (not necessary I guess, you only need one, but just to be safe)
3.) Attempt to create Holy Water

Expected result
-----------------------
A "Create Production" choice should appear.

Actual result
-------------------
No "Create Production" choice appears.

You probably need 3 levels of paladin (like bards need 3 levels before making instruments) - my thesis is that it is to avoid people taking a single level to craft whatever, then getting a delevel and take the originally inteded class.

Dude. All you need to do to make Holy Water is boil the hell out of it.

Distilled water isn't holy just for that. A priest has to then anoint it.
