GemCutter's Light Hammer -- Not Effective

Attempted to use Gemcutters Light Hammer, created through Smithing, on Topaz outcrop* near Boss encounter in Cordor Coal Mines.

Received a *Weapon not Effective* message. Outcrop was giving feedback of 5pts of damage resist. Item was listed as 1d4** damage + 4 for STR.

* Not effective on Greenstone outcrop in Cordor farmlands also.
** Note: Light Hammer is listed as 1d4 damage only!
(Would guess the low damage die is making the weapon ineffective - regardless of damage done.)

I have also noticed that only the elemental damage on my hammer was taking effect despite only seeing DR 5 and having +7 STR.
