Project Image Message Not Sending Properly

Description of Bug Experienced:
(please include information of what you did, that lead up to the bug, what you expected to happen there, and what actually happened, then move on to describe below:) People are not getting messages from -project_image. Only experienced on Surface so far, but that's just default server for illusionist


Steps to reproduce the Bug:
Send a projection to someone, only observed on same-server so far

Expected Result:
Person gets emote of Image, appearance of Image, Message Delivered, and disappears, with emote

Actual Result:
Person gets emote of image and it's appearance. Message is not delivered, sometimes without disappearance Emote

Additional Information/Notes
This is very sporadic, happening one out of every ten or so, and there's the problem of people reaching out to the sender as well to let them know they didn't get it. This has been happening for a month or so, but seemed gone for the last week. Happened again today.
