Description of bug: Despite meeting all prerequisites the item does not have the option to craft.
Steps to Replicate:
1. Make a Shield Dwarf
2. Get enough smithing skill to create the shield.
3. Put items in the forge to make the item
4. Witness as you do not have the option to make a shield
