Lvl 29 char not getting full 1-handed Parry AC bonus

Lvl 29 char not getting full 1-handed Parry AC bonus
Noticed the changes to the Parry AC bonus, but I am a level 29 character and am only getting a +4 (I was getting a +6 before the change.) I have 32 ranks in Parry. As I understand it you should be uncapped after level 20 correct?

You need have at least 21 BAB to lift off restriction.

Oh it's BAB not level?
Over in a Feedback thread, Bjorn Blue Tiger, the original dev says you can get +6 with 30 ranks at BAB 20. Can someone please confirm the system is working as intended?
