Shade Assassin spawning outside Arcane Tower

Is this spawn intentional? It's paralyzed and killed my character several times now at the transition between the Turret and Arcane Tower.. Isn't that a pretty low level area for something like that?

I encountered this shade assassin a few months ago too. It paralyzed one of the animated armor units that stand vigil outside the Tower door. It seemed to come from behind the tower and walk up in stealth. I thought perhaps it was related to the transition I used to get to the Tower.

I think It’s something related to some FOIG secret.
But agree that this shade is a bit too strong for some low lvl just passing by.
