[Surface Writ Deep Imaskari] Unable to take Writ

Description
Unable to take Writ in Sibayad as Deep Imaskari, get standard underdark response.

Steps to reproduce
Play as Deep Imaskari, talk to the Sibayad writ npc

Expected result
Able to do surface writs, like skaljard surface permits Deep Imaskari (I've never been to the underdark with my Deep Imaskari)

Actual result
NPC triggers hostile conversation about not wanting to interact with "your" kind.

Notes
Deep Imaskari can do writ son surface, and underdark i believe, not being monstrous to count as underdark monsters, yet foreign enough to mingle in underdark.

This is a bug, right?

I mean i don't even have a way to UD, since i went to skal, and boated to the mainland once done... after all Deep Imaskari migrated from underdark to the surface in general and eventually founded high imaskari on the surface.

But the writ givers at Crow's Nest and Dun Marle Castle, in Skal, still give the outcast treatment to Deep Imaskari.

A couple more catches!

The caravan at Crow's Nest also gives the outcast treatment to deep Imaskari;

The writ lady inside the tavern at New Guldorand, too, treats deep imaskari as outcasts.
