Key to Open Arcanum Door in Stonehold Not Spawning

The key which is supposed to spawn in the desk in the Talos Stronghold is not spawning. I've gone multiple times now in an attempt to reach the portal beyond the door in the Stonehold Arcanum, but the key never spawns. The first key called Stonehold Throne Key spawns just fine, but not the one that is actually needed to unlock the door to the portal room.

It simply needs a fix to spawn in its proper place so the portal can be accessed beyond the door.

Doesn't it spawn only once per server reset?

Yes. And unlike the throne room door, the arcanum door doesn't stay unlocked.
