With the new emphasis on new langages, as well as the increased number of them that will be recieving some love and attention i would put forth the suggestion to allow WIS to count in place of INT for learning languages.
Languages as a whole are still gatelocked behind INT and for good reason, you don't need STR or DEX, CON or CHA to learn a language. However For WIS characters that don't take high INT, could it be used as a "If WIS is higher" type situation?
Intelligence is crucial of course to learning a language and to know it. But Wisdom also allows you to understand a language and how it is used.
It would open up language learning to more people who would build WIS heavy and allow for a more open language environment without making learning a language unbalanced.
2 PHY skills to 1 Mental skill seems to give a solid balance to those who would seek to learn languages.
And I wouldn't say combine them at all, it would make language learning way too powerful. Like Zen Archery, it could perhaps be a feat to take. Something like that where you can spend a feat to sub out your language learning ability for your WIS modifier.

No... Inteligence works well with language. I don't see a reason change this.
