Make light flail a rogue weapon

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:

As its one of the few blunt weapons thats finessable, it would be cool if it could be made into a rogue weapon!

Rogue weapons are all weapons that would make sense for a stealthy person to use. A flail does not fall into that category. Denied, although we may revisit this in the future.
