Issue: The new navigator scripts don't allow you to interact with them.
Steps to Reproduce:
1. Rent a boat.
2. Go on the boat.
3. Speak to the navigator and select an option.
4. ---> Script zdlg_do_0X, OOID: 800046e7, Tag: AR_NAVIGATOR, ERROR: TOO MANY INSTRUCTIONS is broadcast to the entire server and nothing happens with the boat.

The Penny Rose also lacks a naval map. This may have something to do with it.
