Burst of Glacial Wrath not affecting enemies

SO, after some playing around with the spell, it seems that 90% of the time, it does absolutly nothing. no saves trigger, no intiative rolls, it just ignores mobs. aabout 1 in ten mobs gets touched by it and it appears to work as intended, dealing high damage, but for every other mob its like it was never there. i have tested it on everything from runic dungeons to early writ level areas, and it seems to be completly useless. making me regret taking it for my lvl 30 spell over iceberg.
