Right now at the cost per citizen towards the food stores, players around 45% or lower on their food will see an uptick to maintain it. The issue being is that you'll start to suffer strength debuffs a lot earlier and typically notice and feed yourself easily enough.
Comparing this to the water supply that gives players upticks up to and maintaining 100% water, it doesn't really seem worth the cost of food to employ this particular settlement boon.
100% as the cap for food would be fantastic, but 75-70% would also still be useful!
