Not sure if this is mechanically possible, but here goes nothing.
So you know how all the "stealth" classes add together for a bonus? What if all "caster" classes were considered together for the purpose of overcoming spell resistance? It might need to be balanced somehow (something like biggest caster class + x% of second caster class, etc.) if you think its too overpowered to just add them all together. But it doesn't make much sense that someone who has dedicated their entire life to the study of all magic (say, 11 wizard/9 cleric/10 warlock, terrible build, I know, but it's an example) would have a harder time overcoming spell resistance than a mediocre sorcerer at level 12.
Please note, I'm not suggesting any power or anything be added to these guys to make weird mismatched builds end up on even footing with people who built their characters in a coherent manner. Simply that their main focus (tossing spells) not suffer because they learned multiple spells to toss.
Anywho, there you have it. Hope you love it.

Re: Spell penetration
So, this is just a straight buff to casters, as they are best built as either pure or with a ranger or bard dip.
For the intent you mean to use it for, combining caster classes is terrible for many more reasons than overcoming spell resistance, and short of us maaaybe adding a prestige class like mystic theurge someday, I am not going to encourage something that would be a trap pick for less informed players. If you want to play a build like that, go for it, but understand the risks.
Denied.
