I think the idea is interesting but I'm concerned it will only exacerbate a lot of problems in the current meta. If pots are limited then pot efficiency becomes valuable, heal pots will inherently favor the already strong high ac builds because those builds will get hit less often than their peers. At the same time, the best way around this is to attack as quickly as possible to try and catch a high ac build before they're fully buffed. This second element creates a dynamic where the best move if you're not a high ac build is to attack with as little interaction as possible to give as brief a window as possible for them to wind-up in.
