As per title, even with the addition of the phrasebooks for these two languages, language Tinkers still do not teach them, even if one has the phrasebooks in inventory.
I propose to extend the support to these two as well, as they are not particularly exotic or any different from the other languages these tinkers teach (all of the ones with phrasebooks really).
