Epic dodge not dodging

Description
Epic dodge seems to work once per combat, not per round. First noticed it with my shadow, but it's also affecting my character.

Steps to reproduce

Summon shadow, or without, get attacked. First hit should show *attack evaded* and then every other hit, hits.

Expected result

To dodge an attack once every round.

I have also noticed this. Epic dodge seems to avoid the first hit, but then other hits will continue until combat is over. I tested by removing all gear and buffs from an epic rogue with Epic Dodge, then fought against various mobs. Same results on PGCC.
