If we’re afraid possible conflicts that might come from the surface monster camp, by that reason we should remove the Church of Bane, secret Talonite Temple and Sencliff, because they house characters that might not work with the vision of ”united and close surface by New Guldorand.”

Your chain of logic here aside, I don't think you have the full picture of what New Guldorand will look like to make that assumption.

I'm not afraid of possible conflict. I'm afraid of the opposite of that entirely.

I fully anticipate that any sort of permanent mechanical presence on the Surface for Monster PCs will just magnify the cutebold/dog-gnoll problem tenfold; I already get told off by paladins IG on a semiregular basis for being intolerant of Andunorians and monsters.

The current monster policy did get put in place for a reason after all. The "Tea and crumpets in Cordor" line is not an exaggeration.

I joined Cordor guard as an alt and played a dwarf with racial prejudices. That was really fun but being that overtly dickish all the time never got me promoted beyond Novice (I was the only Novice at one point - i think that's a formality grade usually :D ). Im pretty sure someone who attacked the chancellor got promoted ahead of me. Some elves would shout abuse at me when I was patrolling!

Its not about being afraid of conflict, its about being afraid of conflict that just keeps going on and on long after its fun. And yes, I think both the Bannite Temple and Sencliff suffer from that problem. Try making a bannite character with a slow burning plot, and you will quickly find that the reaction is going to be "bannite! Burn it with fire". The same goes for pirates on Sencliff, but they at least have their own island to chill on even if its empty waaaay too often. You have a monster camp, and its going to be that but 100 time's worse.

Now, if these places rose and fall with groups that had the ideas to build them in the first place, and the server was more open to say "sencliff is dead, but six months later a new group of pirates crop up on the isle of stinkyfolk", it would improve these places a hundred fold, because they wouldn't be stuck with the baggage of those that failed before. But that's a lot of work, and I get why its not that way.
