Noble Henchman: Cannot be recruited

Skal's man at arms cannot be recruited by Nobles.

Steps to reproduce
----------------------------
Speak to Man at Arms with noble award.
It can't be a level requirement, because my noble is the same level as him and I've recruited him in the past.

Expected result
-----------------------

Man at Arms joins party as henchman
Actual result
-------------------
Man at arms gives generic non-noble response.

Can you confirm for me, does he say:

"My <Lord/Lady>, I am afraid you are not yet experienced enough to make use of my services."

Or

"I am sorry but you are commoner like myself. I cannot follow you."

Can you confirm for me, does he say:

"My <Lord/Lady>, I am afraid you are not yet experienced enough to make use of my services."

Or

"I am sorry but you are commoner like myself. I cannot follow you."

He says "My <Lord/Lady>, I am afraid you are not yet experienced enough to make use of my services.". However, I've seen him give this same response to a character I've been told is a commoner/non-noble as well. Hence why I thought that was the non-noble response.

There has been a change to the dialogue, but the Man-At-Arms still cannot be recruited and now gives this message.
