FS and Shaman cant use scrolls despite being divine?

So i was about to start a FS and had gotten to level 5. Normally from that point i would buy 4th circle summoning spells to give myself a dire bear and be able to grind some higher areas and level a bit faster. However it seems for some reason FS cannot use divine scrolls naturally even though they are a divine class, and have to use lore to override it, and there is no way for me to get lore high enough for it to work in the stated time-frame. The fact FS gets delayed spells means im already stuck with a weaker summon then i should have, scrolls were the one way that weakness could be mitigated. I think any divine class should be able to use divine scrolls naturally. Thoughts?

This has been an issue since the classes were added, a fix is probably in the works. It was the same thing with crafted wands.
