Steps:
Ride Horse > Transition to Other Server > Dismount Horse > Transition Back to Original Server > Spell Failure Persists.
It can be fixed by mounting and dismounting a horse once again, but if there is no horse present at the time you are stuck with a very large percentile chance for spell failure.
