Skill bonus enhancments missing

I've tried adding skill bonus on rings, belts, necklaces, capes in multiple basins, but when I click on specifc skill bonus to be added there's no +1, +2 options only "Back", "Done".
The player Marley Goodman also checked this on her end and had the same issue.

Steps to reproduce
----------------------------
Add pearl ring to enchantment basin and try to add any skill bonus

Expected result
-----------------------
Skill bonuses can be added

Actual result
-------------------
skill bonuses add options are not there

It's possible you don't meet the dweomercrafting requirements to add skill bonuses. If you type in -date, and get told your dweomercrafting tier is 0 (or nothing at all about it - It's been a while, and I can't quite recall how the game flags it), then that'll be the cause.

This wiki page has the requirements to add skill bonuses on it.
