Unowned properties nested within a guildhall have reverted to their last known owner. In this case, someone from over a year ago. The sign gives the message that the quarter has been released and will be up for sale soon, but we are presently locked out of our shared storage room.

Have an unclaimed room in a guildhall.

Not having property ownership changed for no reason.

Likely that the new script has done this to all quarters and they’ll be up for sale within the next few days. It’s going to fix itself with a bit of time!
