Limitation to Exiles

I already went into far more detail in other threads so I shall keep it brief.

Given citizenship is now permanent and not all classes are capable of bluff/perform or even successfully cross classing it without losing often key PvE or RP skills (lore/heal come to mind), and the overuse of exile as a PvP mechanic instead of direct confrontation...

I think it might be wise to impose a mechanical limit on how long exiles can be imposed. Six RL months was the example I used before, but it could even be a year, or shorter depending. Off handed exiles are common, and unfortunately would permanently strip citizens of the ability to be able to interact with their chosen city, let alone approach to try and vote the current party out of power if they lack the proper skills (which a lot of class combinations do).

I think evil and good characters should be allowed opportunity after a Substantial time out imposed by the exile, to interact with a given territory again. If nothing else, to stir the hornet's nest Again before they are exiled for it. There is a distinct air of 'Get out of my face and stay out of it' with exile use that is the antithesis of conflict, which frankly we need a bit more of on the server.

I personally have always felt that a time limit to how long One exile can go should be put in and not rely exclusively on regime changes for characters who cannot bow for religious or moral reasons (good or evil) to the people in charge. However, with the new fix, I feel the need to put this forth as leadership changes in settlements are going to be Infinitely more rare and even less opportunity for people to work around their exiles or the people they are vying against which could lead easily to no conflict at all.
