Dismissing Tribals Makes Them Hostile
Attempting to dismiss your summoned Tribals does not dismiss them, and instead turns them into hostile NPCs that will attack anything in sight.

So this seems to have been a freak accident. I have not been able to replicate it again. But all I did was dismiss the tribals and they turned into hostile NPCs that literally had to be killed. Weird!
