Description

Druid's ability to spontaneous cast for summoning is disabled on Cities & Planes.
Steps to reproduce
----------------------------
As a Druid, attempt to summon any individual summon without using the dedicated spell.
Expected result
-----------------------
Summon.
Actual result
-------------------
The entire radial button is missing, but will reappear when returning to other servers.

This seems to be spreading now because It is affecting Surface Summoning too.
